The Companies Commission of Malaysia (SSM) has officially launched four key initiatives for 2026 to strengthen corporate compliance and drive SME growth — a significant milestone announced as the agency marks its journey since its establishment on 16 April 2002. As an agency under the Ministry of Domestic Trade and Cost of Living (KPDN), SSM continues to reinforce Malaysia's corporate legal framework — most recently through the implementation of two landmark legislative amendments: the Companies (Amendment) Act 2024 and the Limited Liability Partnerships (Amendment) Act 2024. These efforts remain anchored in SSM's vision of being a "Leader in Empowering a Trusted, Efficient and Sustainable Business Ecosystem."

In line with this vision, KPDN through SSM has unveiled these four key initiatives for 2026, each focused on elevating corporate compliance standards while meaningfully reducing the regulatory burden on the business community — particularly micro, small and medium enterprises (SMEs). Here is what each initiative means for you, and how you can make the most of it.

Initiative 1: Compliance Clinic and Statutory Document Recovery Campaign

(16 April – 30 September 2026)

The first initiative is the launch of the Compliance Clinic and Statutory Document Recovery Campaign, designed to assist companies that face difficulties meeting their obligations under the Companies Act 2016. Companies will have direct access to advisory services from SSM officers and the opportunity to remediate outstanding statutory documents, including Annual Returns (PT), Financial Statements (PK), and Beneficial Ownership information (PB).

The campaign offers the following facilitative measures:

  • A 3-month grace period for submission of overdue Annual Returns and Beneficial Ownership information;

  • A 6-month grace period for submission of overdue Financial Statements; and

  • A 3-month window to apply for the striking-off of inactive companies.

Companies participating in the campaign will also benefit from exemptions from prosecution during the campaign period, waivers on compounds for offences not yet compounded, and reductions on compounds for certain specified offences.

What you should do:

If your company has any overdue statutory documents — whether Annual Returns, Financial Statements, or Beneficial Ownership filings — do not wait. This campaign is a rare and valuable opportunity to regularise your compliance standing without facing the full weight of penalties or legal action. We strongly recommend that business owners and company directors conduct an immediate internal review of their outstanding filings and engage SSM's Compliance Clinic as soon as it opens on 16 April 2026. Acting early gives you more time to prepare the necessary documents and seek professional assistance if needed. Remember — this window closes on 30 September 2026.

Initiative 2: Skim 1 OKU 1 Perniagaan (S1O1P) — 1 Differently-Abled Person, 1 Business Scheme

(Commencing 16 April 2026)

The second initiative is the continuation of Skim 1 OKU 1 Perniagaan (S1O1P), which provides persons with disabilities (OKU) with free business registration under the Registration of Businesses Act 1956. Beyond the initial registration, the scheme extends complimentary annual renewals — meaningfully reducing compliance costs and encouraging more inclusive participation in entrepreneurship.

What you should do:

If you are a person with a disability, or if you know a family member, friend, or employee who is OKU and has aspirations of running their own business, this scheme removes one of the most immediate barriers to starting out — the cost of registration. We encourage eligible individuals to register from 16 April 2026 onwards and take full advantage of the annual free renewal benefit to keep their business legally active without ongoing financial strain. Formalising your business also opens doors to government grants, financing schemes, and business support programmes that are only accessible to registered entities.

Initiative 3: Extension of the Free Business Registration Scheme (SPPP)

(Effective 1 June 2026)

SSM has extended the registration period under the Free Business Registration Scheme (SPPP) from one year to two years. This benefits entrepreneurs from the B40 income group, as well as full-time students at public and private universities, polytechnics, and skills institutions, enabling them to register their businesses at no cost under the Registration of Businesses Act 1956.

What you should do:

If you are a B40 entrepreneur or a student with a business idea, this is the right time to take the leap and formalise your venture. With two full years of free registration, you have a longer runway to establish your business, build your customer base, and generate revenue before incurring registration costs. We recommend using this period wisely — set up proper financial records from day one, understand your obligations under the law, and seek out available SME support programmes and microfinancing options to grow your business sustainably.

Initiative 4: Free Business Registration Scheme for Senior Citizens (SPPWE)

(Effective 1 June 2026)

SSM introduces a new category under SPPP — the Skim Pendaftaran Perniagaan Percuma Warga Emas (SPPWE), offering senior citizens free business registration for the first year. This initiative directly addresses Malaysia's ageing demographic challenge, with the proportion of Malaysians aged 65 and above projected to exceed 15% by 2030, up from approximately 8% in 2025. SPPWE opens new avenues for senior citizens to generate income and remain active contributors to the national economy.

What you should do:

If you are a senior citizen with skills, experience, or a passion you wish to monetise — whether through consulting, trading, handicrafts, or any other venture — this scheme gives you a cost-free starting point. We encourage senior entrepreneurs to register their business from 1 June 2026 and leverage their years of expertise as a competitive advantage. Family members are also encouraged to support and guide elderly relatives through the registration process. A registered business not only provides income but also a sense of purpose and continued contribution to the community.

Our Overall Recommendation

These four initiatives collectively represent one of SSM's most inclusive and business-friendly packages in recent years. Whether you are a company director with overdue filings, a person with a disability ready to launch a venture, a B40 entrepreneur, a university student, or a senior citizen with untapped potential — there is something here for you.

Our advice is simple: act now, act early. The compliance campaign in particular has a fixed end date of 30 September 2026, and the benefits — including compound reductions and prosecution exemptions — will not be available indefinitely. Use this window to put your business affairs in order, reduce your legal exposure, and position your enterprise on a stronger, more compliant footing for the future.

SSM urges all entrepreneurs and corporate stakeholders to fully leverage these initiatives. A compliant business is not just a legal obligation — it is the foundation of a credible, sustainable, and competitive enterprise.
